I spent the last two weeks compiling AHJ intelligence on every major jurisdiction in the valley. This is the cheat sheet I wish I had on my first day as a superintendent in Arizona.

West Valley — The Hot Zone

Buckeye ⭐ Fastest-Growing City in the Metro

  • Portal: EnerGov / SmartGov + email submittal (permitcenter@buckeyeaz.gov)
  • Phone: 623-349-6200
  • Hours: Mon-Fri 8 AM - 5 PM
  • 🔥 Key Intel: Development Impact Fees ELIMINATED (since Sept 2014). If you're pricing work out here, this is a cost advantage your competitors might not know about. No DIF = lower project costs = more competitive bids.
  • ⚠️ Watch Out: CO is mandatory before occupancy — no partial occupancy until all improvements complete.

Goodyear

  • Portal: Accela Citizen Access — new electronic plan review just launched
  • Phone: 623-932-3004 | Inspections: 623-223-7962
  • Hours: Mon-Fri 8 AM - 5 PM
  • 🔥 Key Intel: 5-business-day Express Permits for qualifying projects. Interactive fee calculator gives you instant permit/plan review/DIF estimates before you submit.

Avondale

  • Portal: Accela Citizen Access
  • Phone: 623-333-4000 | Inspections: 623-333-4005
  • Hours: Mon-Thu 7:00 AM - 6:00 PM — longest hours in the Phoenix metro
  • 🔴 Code Update: 2024 I-Codes effective January 1, 2026. If your project was designed to 2018 codes, double-check before submitting.
  • Payment Note: $15,000 limit on credit/debit. Unlimited e-check (ACH).

Surprise

  • Portal: CivicPlus Transform
  • Phone: 623-222-3000
  • Hours: Mon-Fri 9 AM - 5 PM
  • 🔥 Key Intel: Self-Certification Building Permit Program — expedited permits for qualified professionals. If your architect or engineer qualifies, this can cut weeks off your permit timeline.

East Valley

Queen Creek

  • Portal: Accela
  • Phone: 480-358-3003
  • Hours: Mon-Thu 7 AM - 6 PM (CLOSED FRIDAY)
  • Key Intel: Electronic-only submissions. No paper. Plan your submittals accordingly.

Apache Junction

  • Portal: MyGovernmentOnline (MGO) — recently replaced their 20-year-old system
  • Phone: 480-474-5156
  • Hours: Mon-Fri 9 AM - 5 PM
  • Key Intel: 19 different permit types. Comprehensive guide system. If you're doing something unusual, they probably have a permit category for it.

Fountain Hills

  • Portal: TOPPS (CitizenServe)
  • Phone: 480-816-5123
  • Hours: Mon-Thu 7 AM - 6 PM (office) | Inspections 7 AM - 4 PM M-F
  • ⚠️ Watch Out: 1% Public Art Requirement on commercial projects. Budget for it or it'll surprise you at plan review.

Central / Metro

El Mirage

  • Portal: ELM ONLINE
  • Hours: Mon-Fri 9 AM - 5 PM
  • 🔴 Mandatory: 100% online submission required since January 2024. No walk-ins for submittals.

📊 Patterns Worth Knowing

4-Day Work Weeks Are Spreading. Queen Creek, Fountain Hills, and Avondale all run Mon-Thu extended hours. If you need a Friday inspection or permit pickup, check before you assume they're open.

Every City Has Gone Digital. Accela, CivicPlus, EnerGov, TOPPS — different portals, same direction. Paper submittals are dead across the valley. If your PE or architect isn't comfortable with electronic plan review, that's a problem you need to solve before submittal, not during.

Code Adoption Is Staggered. Avondale jumped to 2024 I-Codes in January 2026. Other cities are still on 2018 or 2021. Don't assume the code you designed to in Scottsdale is the same code they're reviewing to in Avondale. Always verify.
