- ⚠️ Watch Out: 1% Public Art Requirement on commercial projects. Budget for it or it'll surprise you at plan review.
Central / Metro
El Mirage
- Portal: ELM ONLINE
- Hours: Mon-Fri 9 AM - 5 PM
- 🔴 Mandatory: 100% online submission required since January 2024. No walk-ins for submittals.
📊 Patterns Worth Knowing
4-Day Work Weeks Are Spreading. Queen Creek, Fountain Hills, and Avondale all run Mon-Thu extended hours. If you need a Friday inspection or permit pickup, check before you assume they're open.
Every City Has Gone Digital. Accela, CivicPlus, EnerGov, TOPPS — different portals, same direction. Paper submittals are dead across the valley. If your PE or architect isn't comfortable with electronic plan review, that's a problem you need to solve before submittal, not during.
Code Adoption Is Staggered. Avondale jumped to 2024 I-Codes in January 2026. Other cities are still on 2018 or 2021. Don't assume the code you designed to in Scottsdale is the same code they're reviewing to in Avondale. Always verify.
